Regulatory Affairs
Regulatory strategy that saves time, shapes development, and speeds the approval process
Regulatory problems that surface at approval didn’t start there.
Most sponsors treat regulatory strategy as the work that happens after the science is settled. By then, the decisions that determine your review timeline—study design, lot strategy, characterization approach—have already been made.
Meanwhile, the expectations you’re building toward aren’t unified. Reconciling guidelines across multiple markets takes time, money, and resources, and failure to resolve things promptly can set you back months in the review process.
You need a regulatory strategy built alongside your science, informed by how agencies actually evaluate evidence, and designed to hold up in every market you’re entering.
Achieve Pharma Regulatory Compliance and Faster Approvals with Pharmatech Associates
Pharmatech Associates is a deeply technical, science-based organization that architects regulatory pathways even where expectations are fragmented or not fully defined.
We build regulatory strategies that are:
- Science-driven
- Risk-based
- Submission-ready
As a USP company with over 30 years’ experience across quality, regulatory affairs, and CMC, we help sponsors leverage their best science to manage global regulatory risk instead of reacting to problems in the later stages or during the review process.
Pharmatech Associates Helps You:
Shape Development
Build regulatory thinking into study design, lot strategy, and characterization from the start, so your development work generates the evidence your filing actually needs.
Anticipate Agencies
Work with people who bring FDA inspection and reviewer expertise and know what agencies look for—before you find out during review.
De-Risk Submissions
Close gaps while they’re still inexpensive to fix, with submission-readiness assessments and actionable remediation plans that surface problems before a reviewer does.
Unify Globally
Reconcile competing expectations across health authorities into one coherent strategy, rather than rebuilding a package for every new market.

Early engagement saves time and avoids surprises. Whether you’re preparing an IND, NDA, ANDA, or BLA, we analyze your current data, identify potential gaps, and build a roadmap aligned with your objectives—not a template.
- Regulatory strategy development across the innovation spectrum
- Science-driven risk assessment and evidentiary planning
- Submission-readiness assessments and gap analyses
- Actionable remediation plans with defined timelines
- Support for first-in-class therapies, complex generics, and biosimilars
Submissions and Agency Engagement
A submission is an argument, and it has to be built to survive scrutiny. We structure the strategies, narratives, and supporting studies that make your best science legible to reviewers.
- IND, NDA, BLA, ANDA, and IMPD submission support
- CMC narrative development and comparability strategy
- Agency meeting preparation, facilitation, and representation
- Response strategy for agency questions and information requests
- Integrated quality, regulatory affairs, and CMC execution
Global Market Entry and Lifecycle Management
We help you build a strategy that works across markets instead of a series of strategies that contradict each other.
- Global market entry planning and harmonization strategies
- Multi-market submission sequencing and alignment
- Labeling strategy and lifecycle management
- Post-approval change management and variation support
- Regulatory support across the U.S., EU, Canada, Mexico, and Japan

Move your program forward with confidence
You don’t have to guess at what regulators want. We’ve built pathways for programs across the innovation spectrum—from first-in-class therapies to complex generics—and we know where sponsors lose time. Our team partners with you to build the regulatory, quality, and CMC foundation your program needs, so you spend your time advancing the science instead of defending decisions you made without the right input.

Frequently Asked Questions
What's the difference between FDA clearance and approval?
They’re two different regulatory routes with different evidentiary burdens. Clearance generally applies to moderate-risk medical devices under a 510(k), where you demonstrate substantial equivalence to a legally marketed predicate. Approval applies to drugs and biologics through an NDA or BLA, and to high-risk devices through a PMA, where you must demonstrate safety and efficacy with your own data. Knowing which route your product falls under—especially for combination products—shapes your entire development plan, and getting it wrong is expensive to correct.
What does a pharmaceutical regulatory affairs partner actually do for us?
We do more than just assemble documents. Effective pharmaceutical regulatory affairs work starts upstream, influencing study design, lot strategy, and characterization so the evidence you generate matches what reviewers will ask for. From there, we build the roadmap, prepare and defend the submission, manage agency interactions, and handle lifecycle requirements after approval.
When should we start building our regulatory strategy?
The earlier you start, the better your results. The regulatory strategies that shorten timelines are the ones set before pivotal decisions are locked—raw material sourcing, analytical methods, manufacturing scale. Waiting until you’re drafting a filing means you’re documenting choices rather than optimizing them. However, just because you’re further along in the process doesn’t mean Pharmatech can’t help you find a solution. We’re able to jump into the process at any stage to help you resolve potential regulatory findings.
How do regulatory requirements affect our clinical trials?
Your clinical trials generate the evidence your submission stands on, so the CMC package, comparability plan, and control strategy behind those trials need to anticipate review. Changing your process mid-program without a comparability protocol in place is one of the most common ways sponsors turn a clinical success into a regulatory delay.
What goes into a BLA, and how does it differ from an NDA?
A BLA covers biologics—monoclonal antibodies, cell and gene therapies, vaccines, and similar products—while an NDA covers small molecule drugs. The distinction matters most in CMC. A BLA carries heavier expectations around process characterization, comparability, potency assays, and manufacturing control, because with biologics the process substantially defines the product. We help you build a BLA package where the manufacturing story and the clinical story hold together.
Do you support ANDA submissions for generic products?
Yes. We work with generic drug sponsors on ANDA strategy and submissions, including complex generics where bioequivalence and characterization expectations aren’t fully defined. Our technical depth matters most in those cases where there’s no clean precedent to follow.
How do you approach regulatory compliance in the pharmaceutical industry across multiple markets?
We build one unified strategy rather than multiple disparate strategies. Health authorities apply different risk tolerances and evidentiary standards to the same data, so we develop harmonization strategies that identify where requirements converge and where they genuinely diverge. Then, we sequence your submissions accordingly. We support programs across the U.S., EU, Canada, Mexico, and Japan.
Our product doesn't fit existing guidance. Can you still build a pathway?
This is where technical depth matters most. We work across the innovation spectrum, from first-in-class therapies to complex generics and biosimilars, and we architect defensible pathways even where regulatory expectations are fragmented or not fully defined.
Can you help us prepare for an agency meeting?
Yes. We handle preparation, facilitation, and representation—including pre-IND and end-of-Phase II meetings. We help you anticipate the questions, align your data behind a clear position, and use the meeting to reduce risk rather than create it.
Can you assess whether we're actually ready to submit?
Yes. Our submission-readiness assessments review your data package against agency expectations, flag gaps, and deliver an actionable remediation plan before you file—so a preventable deficiency doesn’t cost you a review cycle.
How quickly can you get started?
We’re built to move fast. In many cases, we can begin within days—and you can be on a call with a subject matter expert within hours of connecting with us.
